Allina Hospitals & Clinics (Allina) follows both state and federal regulations regarding the use and disclosure of patient medical record data for research purposes.

Minnesota State Statute Requirements

Under Minnesota Statute Sections 144.291 to 144.298, Allina must meet specific requirements before it can release a patient's medical record for research purposes. Read Release of Patient Identifiable Medical Records for Research Purposes - Policy Number RES 100.02 for more information.

HIPAA Requirements

Under the Health Insurance Portability and Accountability Act (HIPAA) of 1996, Allina investigators and business unit personnel must meet specific requirements for the use and disclosure of Protected Health Information (PHI) for research purposes. Research Disclosure Forms Submit these forms to the facility's Health Information Department when requesting patient information. Do not submit these forms to the IRB Administrative office.
