Siad Ali, Trustee
Siad Ali is a career counselor for the Workforce Development, Inc. and adjunct faculty member with Riverland Community College, Owatonna. Ali has more than seven years of experience in the employment, education and diversity industry. Ali holds a bachelor’s degree in commerce and computers from Osmania University, Hyderabad, India; a master’s degree of commerce from Bundelkhand University, Jhansi, India; a master’s degree in business administration from the University of Pune, India; and a master’s degree in education from the University of Minnesota, Minneapolis. He also serves as the vice chair on the Human Rights Commission for the city of Owatonna.
Derek Beyer, MD, Chief of Staff
Derek Beyer is a board certified physician in obstetrics and gynecology with the Owatonna Clinic-Mayo Health System. He is also the chairperson of the Obstetrics and Gynecology Department at Owatonna Clinic. He received his bachelor's degree from Winona State University and his medical degree from the University of Minnesota. He completed his obstetrics/gynecology residency at Mayo Clinic, Rochester, Minn. Beyer’s specialty interests include obstetrical ultrasound, female urinary incontinence and female infertility.
Beyer is a member of the American Medical Association, the Minnesota Medical Association, American Institute of Ultrasound in Medicine, and a fellow of the American College of Obstetrics & Gynecology Association. His other professional contributions include co-authoring a study of pregnant women and celiac disease, which looked at the relationship between celiac disease and fetal growth.

Dorothy Erdmann, Owatonna Hospital President
Dorothy Erdmann is president of Owatonna Hospital, a part of Allina Hospitals & Clinics. Prior to this position, she served as executive director of the Cardiovascular Services Division in the Minneapolis Heart Institute at Abbott Northwestern Hospital.
Erdmann was responsible for the full range of cardiology services from regional joint ventures and clinics to interventional and inpatient services. Before joining Allina, Erdmann was president of the Bellin Psychiatric Center in Green Bay, Wisc., a free-standing 50 bed hospital providing outreach services to a wide geographic area.
She also spent eight years in northern Wisconsin with the Howard Young Health Care system in various leadership positions. She was responsible for Emergency Services, multiple centers such as Women’s Health, Family Health, Physical Medicine, and Behavioral Health. Erdmann is serves on the Owatonna College & University Center board.
She holds a bachelor’s degree in nursing from the University of Wisconsin-Oshkosh and a master’s degree as a family nurse practitioner from the University of Wisconsin-Oshkosh.
Elizabeth Gilthvedt, O.D., Trustee
Dr. Beth Gilthvedt is board certified in optometry and has owned Horizon EyeCare Professionals (formerly known as Gilthvedt Eyecare Clinic) since 1988. Dr. Beth is a member of the American and Minnesota Optometric Associations, serving on the state professional education and quality assurance committees. She is also an active member of the Owatonna Rotary Club, the Owatonna Business Professional Women Club, Steele County 4-H Adult Leadership Council and the Steele County Children's Remedial Fund Board of Directors. She is also an active member of Our Savior's Lutheran Church in Owatonna serving on their Health Cabinet. Since June 1999, she has served as trustee on the Owatonna Hospital's board.
Gilthvedt received her bachelor's of science degree, with high distinction, from Indiana University in Bloomington, Indiana and her doctorate of optometry degree, with high honors from Indiana University School of Optometry.
James Herzog, Chairperson
Jim Herzog,, chairperson of the Owatonna Hospital Board of Trustees, is the public relations coordinator for the Owatonna School District and an adjunct professor for St. Thomas University. Herzog, a former principal with Owatonna Senior High School, served as the vice chairperson of the hospital's board for the past two years.
He holds a bachelor's degree from the University of Minnesota-Morris, a master's degree from St. Cloud University and an advanced administration degree from the University of Colorado-Boulder. Herzog is also active in a wide variety of business and community organizations. He is a trustee with the Minnesota Hospital Association, as well as a member of the Civil Service Commission, Steele County Extension Board and St. Mary's School Building Project.
Timothy Luy, CLU, Trustee
Tim Luy is director of internal operations-health for Federated Insurance and vice president of the Federated Insurance Companies. He joined Federated Insurance in 1996 and is responsible for pricing, claim payments, provider contracting, actuarial and customer service for insured employer groups. Prior to Federated, Luy was the director of underwriting with Prudential, Minneapolis.
For the past eight years, he has served on the Minnesota Comprehensive Health Association (MCHA) board and is currently the chairperson of the board. Luy holds a bachelor’s degree of business administration from the University of Wisconsin-Milwaukee.
Lois M. Nelson, Trustee
Lois M. Nelson is a business consultant with the Training & Development Team at Riverland Community College. The areas she concentrates in are sales, customer service, leadership development, corporate university and continuing education. Nelson is a resident of Medford, Minn. and has served on the Medford School Board and the City Council with a term as Mayor.
She received her bachelor’s degree in management and marketing from Minnesota State University-Mankato. Her interests include a strong civic responsibility having a 15-year history as an elected official with service on numerous boards and a variety of committees in the region.
Jennifer Noeldner, Trustee
Jennifer Noeldner is the director of Human Resources for Cybex International, Inc. She has more than 15 years of experience in the health care benefit field and is interested in advancing quality, affordable health care with an emphasis on prevention. Noeldner holds a bachelor’s degree in organizational communication and public relations from the University of Wisconsin-Eau Claire and is certified as a Senior Professional in Human Resources (SPHR). She is also a member of the Society for Human Resource Management.
Noeldner is active in a wide variety of business and community organizations including commissioner on the Economic Development Authority, past chair and board member of the Owatonna Area Chamber of Commerce and Tourism and board member for South Central Society for Human Resource Management.
Sandra Norbury , Trustee
Sandra Norbury is the vice president of medical benefits and services for Federated Mutual Insurance. Norbury has more than 20 years of experience in the administrative health insurance industry. She has also worked as a registered nurse in hospitals and hospice programs. Norbury holds a bachelor’s degree in nursing from the University of Wisconsin, Superior. She is involved with her husband and his Little Brother, in the Big Brothers Big Sisters of Southern Minnesota program.
Robert Nustad, DDS, Trustee
Robert Nustad is a board certified oral and maxillofacial surgeon and a partner in Southeastern Minnesota Oral & Maxillofacial Surgery Associates in Owatonna, Minn. He has served on numerous boards including Minnesota Society of Oral & Maxillofacial Surgeons, Midwest Society of Oral & Maxillofacial Surgeons, Owatonna Country Club and Bethel Church.
Nustad holds a bachelor of arts and science degrees from the University of Minnesota; and his doctor of dentistry from the University of Minnesota School of Dentistry. He completed his general internship with the Minneapolis Veterans Administration Hospital and his residency from the University of Iowa Oral & Maxillofacial Surgery, Iowa City, Iowa.
Sabra Otteson, Trustee
Sabra Otteson is the president and CEO of J-C Press, a regional commercial printer. She is a third generation owner of the company with more than 40 years of experience. She is a trustee with the Owatonna Foundation and an advisory board member of Wells Fargo Bank. She has also served as a member and past president/chair with the Owatonna Rotary Club, United Way of Steele County and the Printing Industry of Minnesota.
Otteson received her bachelor’s degree in business administration from Rollins College, Winter Park, Fla.
Doug Ruth, Trustee
Doug Ruth is the Steele County attorney and has held this position since 1971. He is a member and past president with the Minnesota County Attorneys Association as well as the Owatonna Rotary Club. In addition he is a member of the Minnesota Bar Association and the National District Attorneys Association. Ruth has also served on the board for Homestead Hospice House; American Red Cross Steele County Chapter; Owatonna Airport Commission; Owatonna Area Chamber of Commerce Board; and various church committees.
Ruth received his bachelor’s degree from Macalester College, St. Paul, Minn. and his Juris Doctor from the University of Minnesota Law School.
Steve Shurts, Trustee
Steve Shurts is the general manager of Owatonna Public Utilities in Owatonna. He is a board member of the Owatonna Rotary Club, Owatonna College and University Center and Southern Minnesota Municipal Utilities Association. Shurts is also a member of the Legislative Affairs Committee of the Minnesota Municipal Utilities Association.
He has a bachelor’s degree in nuclear engineering from University of Wisconsin-Madison and a master’s degree in business administration from the University of St. Thomas.
Linda Wallner, MD, Trustee
Linda Wallner is a board certified family medicine physician with Owatonna Clinic-Mayo Health System. She specializes in family medicine and pediatrics. She is the lead physician for disease management systems at the Owatonna Clinic, as well as quality and safety initiatives. Linda is also a member of the American Medical Association, American Academy of Family Medicine and the Steele County Medical Society.
She received her bachelor’s degree in microbiology from the University of Minnesota, Minneapolis and her medical degree from the University of Minnesota.
Lori Wightman, RN, MSHA, FACHE, President, New Ulm Medical Center
Lori Wightman has been the president at New Ulm Medical Center in New Ulm, Minn. since 2002. New Ulm Medical Center is an Allina-owned facility.
Wightman is a registered nurse with a masters in healthcare administration from University of Colorado. Active in her community, Wightman is involved in Rotary and on the local chapter’s board, the Chamber of Commerce Board, and the Brown County Republican Board.
She has a varied background that includes positions as a healthcare consultant, building project coordinator, governor campaign manager and general manager of a professional basketball team.
